Solitary confinement is torture. Thousands of people, disproportionately Black and Latinx, languish in solitary in NY each day, and tens of thousands each year: 22 to 24 hours a day in a cell without any meaningful human contact or programs. People continue to spend months, years, and decades in solitary (including upwards of 30+ years) in NY. These conditions cause devastating physical, mental, and behavioral impacts.
Among other reforms, HALT — Humane Alternatives to Long-Term Solitary Confinement — sets a 15-day limit, and would create more humane and effective alternatives.
HALT has majority support in both chambers of the NY State legislature, but back-room dealings have prevented it from coming to a vote. Governor Cuomo claimed his executive orders would accomplish the same goal, but they have fallen far short.
This spring, thousands of New Yorkers can't see, hug, or smile at their loved ones because they are in solitary confinement. Even more tragic, others will never see their loved ones. Tell Governor Cuomo, Senate Majority Leader Andrea Stewart-Cousins, and your state senator: the time has come to HALT Solitary.
